There is clearly much work to be done in developing a governance model that demonstrably empowers students; however there are some key elements that can and should be accepted if the development of the model is going to progress.
1 – Establish Referenda as a means of policy setting by students.
2 – Establish a Trustee Board to ensure UBSU operates in a legally compliant environment
3 – Develop a Students Charter, in partnership with UoB to codify rights and responsibilities of all partners
4 – Recognise the 4 key areas of the student experience and develop the proposed model to meet the needs of all student groups at differing stages of the student lifecycle
5 – Introduce the model, as an area of ongoing work to the membership with a commitment that a new governance structure will be proposed at the 2009 AGM
While these recommendations are broad and lack in detail they do outline the journey we have taken in reaching this point. They do not offer a final proposal because much consideration is still needed on the relationships between the constituent parts of the model, appropriate officer roles that meet the needs and reflect the identities of students, and exploration of appropriate technologies to ensure students have access to the information they need, can hold decision makers to account and that there is local organisational capacity that promotes inclusion and participation of all student communities within the University
